unveil the program’s 2022-2025 report <\/span><\/i><\/p>


<\/span>Montreal,\u00a0 April 22,\u00a0 2025 <\/span><\/b>\u2013 <\/span>Three years after <\/span>the launch of the Canada Digital Adoption Program (CDAP), the results speak\u00a0 for themselves: 61%<\/b> of participating Quebec companies recorded a significant increase in their sales, according to the initiative’s 2022-2025 report. Of these, 44% grew by 10 to 25%<\/b> and 10% exceeded 25%.<\/b> This digital transformation has also resulted in the creation of jobs in 32%<\/b> of the participating companies. <\/span><\/p>

\u00a0<\/span><\/p>

Promoted in Quebec by the F\u00e9d\u00e9ration des chambres de commerce du Qu\u00e9bec (FCCQ) and the R\u00e9seau des Soci\u00e9t\u00e9s d’aide au d\u00e9veloppement des communaut\u00e9s et des Centres d’aide aux entreprises (SADC+CAE), the program aimed to help Canadian businesses make the digital shift in order to improve their productivity and competitiveness. Since its launch by the Government of Canada in March 2022, more than 11,500 applications have been processed <\/b>by the FCCQ and the R\u00e9seau des SADC+CAE in Quebec. The program offered grants, loans and coaching to support businesses in their digital transformation. <\/span><\/p>

\u00a0<\/span><\/p>

Micro-enterprises leading the digital shift<\/span><\/b><\/p>

CDAP-Quebec has generated great interest, particularly among micro-enterprises with 1 to 9 employees<\/b>, which represent 82% of the 11,500 applications processed<\/b> between 2022 and 2025. Small businesses with 10 to 99 employees<\/b> generated 17% of requests<\/b>.<\/span><\/p>

\u00a0<\/span><\/p>

“Digital needs affect both niche sectors and broader industries,”<\/span><\/i> says Alexandre Gagnon, Vice-President, Labour and Human Capital at the FCCQ. The program has taken thousands of Quebec businesses <\/i>to another level.\u00a0\u00bb<\/i><\/span><\/p>

\u00a0<\/span><\/i><\/p>

Expanding digital skills<\/span><\/strong><\/p>

CDAP-Quebec has enabled a majority of companies to accelerate their digital transformation. <\/span>84% of respondents say they have acquired new skills <\/span><\/strong>and expertise in digital technologies, and <\/span>78% say they are ready to undertake other projects <\/span><\/strong>to implement technological tools. Areas of focus include (respondents could select multiple choices):<\/span><\/p>

“This initiative has been transformative for a large number of SMEs in terms of digital transformation, skills acquisition, business development and recruitment,”<\/span><\/i> adds Pascal Harvey, CEO of the R\u00e9seau des SADC+CAE. That’s a lot of critical things that have been achieved through this program alone. \u00bb<\/i><\/span><\/p>

\u00a0<\/span><\/strong><\/p>

Growing interest in the integration of artificial intelligence<\/span><\/strong><\/p>

While<\/span> only 36% of respondents<\/span><\/strong> said they have already integrated artificial intelligence into their operations,<\/span> 67% say they are interested in exploring its potential <\/span><\/strong>for their operations. This is a sign that AI is increasingly becoming a strategic lever for Quebec SMEs.<\/span><\/p>

Industries: <\/span><\/b>Retail tops the list of requests<\/span><\/b><\/p>

Of the 19 sectors of activity identified by the CDAP, retail trade generated the most applications in Quebec, accounting for 21% of the total.<\/span><\/p>

Unsurprisingly, Greater Montr\u00e9al<\/b> is in the lead with 23% <\/b>of applications, reflecting its economic density. Mont\u00e9r\u00e9gie (17%<\/b>) and Capitale-Nationale (12%)<\/b> follow closely, showing strong support outside the greater centre.<\/span><\/p>

Maintaining the momentum of a successful program<\/span><\/b><\/p>

CDAP ended on March 31, 2025 after supporting <\/span>71,000 businesses across Canada over the three years of the program, thanks to a federal government investment of $1.2 billion in loans and grants. <\/span><\/p>

\u00a0<\/span><\/p>

In Quebec, the FCCQ and the R\u00e9seau des SADC+CAE piloted the “Grow your business activities online” component, which offered a subsidy covering a portion of the costs related to the adoption of digital technologies dedicated to this objective. More than 11,500 grants have been awarded under this component.<\/span><\/p>

\u00a0<\/span><\/p>

“In an economic context where the competitiveness of businesses is more crucial than ever, it would be highly relevant to consider the revival of CDAP,” <\/span><\/i>says Alexandre Gagnon. This program has proven that it can really equip SMEs to modernize their operations and better position themselves in the face of market challenges<\/i>. We applaud the commitment of the Canadian government, whose support has had a concrete impact on the ground.\u00a0\u00bb<\/i><\/span><\/p>
